Shoplifters/security badge

How do you get a security badge so that you can stop the shoplifters from stealing from you? I've see NPCs with them, but can't figure out how to get one for my own sims.

You can't. Its an un-implemented feature.

The sims who are shoplifting are most likely leaving bacause they have a motive in the red. I found that it sometimes helps to have a chair or something fun in the shop, also make sure you don't keep them waiting too long to pay. Also, they seem to get very confused with locked doors- they will go to a locked back door with their unpaid items, and stand there for ages trying to get in to pay. Then they get hungry and wander off home. They usually turn up the next day and pay for the goods then!
