Neighborhood terrain colors not working

For some reason, the terrain color in all of my neighborhoods is a low-res default grass image that doesn't look any different for different terrains or elevations (eg. beaches). I have most of the EP's. Help would be appreciated.

if you have most of the expansions, then please update your profile to reflect this. according to your profile, you have very few.
