Would making a neighborhood with Sims be safe for someone to download?

Alright, here's my dilemma. First of all, forgive me if this is in the wrong forum but this was the best place I could find to ask this, since this kinda involves Sims, lots, AND neighborhoods.
Let's say that I want to build a neighborhood complete with Sims and lots and they all have connections to each other because of some dramatic storyline going on. You know, like how there's a lot of drama in Pleasantview? Yeah. I wanna make a neighborhood with a storyline. Actually, someone's complaint inspired me. They complained about Pleasantview being the only place with actual storylines and not just "what will you do with the rest of their lives?" gist.
Anyways, if I went ahead and did this and included all the Sims I made and removed any 'mystery sim' memories and such, would it be safe if a friend or someone downloaded it to play, or would it crash or screw up their game?

It should be safe, assuming that you don't do anything bad during the creation process (delete occupied lots, delete sims without properly cleaning them first, incorrectly edit the neighborhood using SimPE, etc.)

Personally, I really like the idea of shared occupied neighborhoods, but I believe that modthesims may not be willing to accept them as uploads.

Yes, I do realize that. Thanks for your response, Mootilda. Very appreciated! And yes, I know that MTS might not accept it if I were to upload it, which is why I didn't specifically mention I'd upload it here. I know this because I read that Phaenoh had a little trouble (something like that) getting a download approved because she had to prove it was safe to download to the moderator who was reviewing her Supernatural occupied lots upload. So I know a site that *might* accept it. Anyways, again, thanks for your reply.
BTW, if I let the game generate the townies and such, would it still be safe for someone to download, or should I manually make the townies and NPC's myself?

Either should be safe. However, *please* use default face replacements if you're going to let the game generate townies, since it makes such ugly townies by default. ;)
