I was just reading an article about the 9-9-9 plan, and recognized just where he came up with the idea: Sims City! So I began searching for more info about the plan, and came up with this article: http://news.yahoo.com/blogs/trending-now/herman-cain-9-9-9-plan-coming-simcity-160214953.html (http://yahoo.com)
Who would have thought we have come so close to running out of idea's to fix this country that we would have to resort to using the sims?

Too funny. The link seems to be gone. I googled the info you provided and found this Forbes article: http://www.forbes.com/sites/insertcoin/2011/10/14/herman-cains-9-9-9-plan-straight-out-of-simcity/

Don't vote for Herman Cain!
... He doesn't tax heavy industry at 13% like you're supposed to.

Well, as is pointed out in the article, "...there aren’t any cheat codes to make the math work in real life."
