I want to marry my bard to my monarch using the wedding quest [public ceremony], however, when I want to select my monarch as the betrothed, the option doesn't appear! I mean the monarch isn't shown in the list at all! I thought the problem might have been caused because they were already courting, so I made them break up then went back to the quest and the option to marry still doesnt appear!!
I tried to do the quest with my spy as well, this time I want to marry him with the royal advisor, they're already at romantic interest level yet the royal advisor ALSO does not appear in the list! O_o dafuq is happening?

try and marry the hero to someone else not in the monarch's household and see if you can. if you can't then it's probably a bug, if you can, then you just can't marry into the monarch's household by doing that quest. If you've your heart dead set on the marriages you've erstwhile chosen, then I suggest marrying them outside of the quest.

The marriage quest is essentially about marrying without the monarch's permission so it's natural you can't marry the monarch with it. And I believe only npcs not affiliated with the castle household are eligible. At least not the monarch or "quest important npcs" like the royal adviser and the build master anyway. Just about anyone else should be fair game though, and like Darth said, if you really want to marry a particular hero or npc to the monarch, you're best suited to do so outside of the questline. Even with the royal heir quest you're not guaranteed to be able to pick the suitor you want since one of them randomly drops out halfway through the quest.
