Sims 3 - Verify Package Installation
To help you further, please carefully read and follow the following:
First, double-check your setup: These instructions will take you through the things you should check yourself: Package Files Not Working (http://www.simswiki.info/wiki.php?title=Game_Help:Installing_Sims_3_Package_Files/Not_Working). You may be able to fix the problem yourself using those instructions.
Still not working? Then we will need ALL of the following information.
What is the version of your base game?
Windows OS: Game_Help:TS3_Patching_Find_Gameversion
Mac OSX: Game_Help:TS3_Patching_Find_Gameversion#info.plist
Copy and paste the indicated line from the skuversion.txt or info.plist, from the respective locations shown in the Find Gameversion Wiki, which would show you how to navigate to the following path: \Program Files\Electronic Arts\The Sims 3\Game\Bin
BG: GameVersion =
Take THREE screenshots... one each of the following locations, with the Explorer/Finder window showing the Details View:
Documents\Electronic Arts\The Sims 3\
Documents\Electronic Arts\The Sims 3\Mods\
Documents\Electronic Arts\The Sims 3\Mods\Packages
... and attach them to a post on this thread. Click Go Advanced and then Manage Attachments. Or if it says the pictures are too big, you can upload them to modyourpanties.com and copy and paste the links.
We have a guide on how to take screenshots if you need assistance: Game_Help:Screenshots.
Make sure you set your folder view to Details mode, that you have file types showing (.package, .cfg, etc. on the ends of the filenames) and expand out the Name and Type columns so they're fully readable!
Open your Documents\Electronic Arts\The Sims 3\Mods\resource.cfg file in Notepad/TextEdit and copy-paste its contents here.
Right-click on Resource.cfg and check Properties. Is the file name Resource.cfg or Resource.cfg.txt or something else?
We will need the info listed above to figure out what's wrong. :) Please also just test using the two mods that came with the Frameworksetup.zip for now - nointro.package is the easiest, since if it's working then the intro video when you start the game won't play.

Windows is saying that it has no idea what to open that file with. That doesn't mean it is a corrupt file. Right click it and select "Properties" Find the spot where it says "Opens With" and click the button that says "Change" Now select NotePad. Click "apply" at the bottom of the screen, and then close it. Now it should be able to open the Resource.cfg file.
(In the future, it would help if you pasted your Print Screens into Paint, and saved them as .jpg. Then you can attach them as actual images instead of as Word files.)
You probably don't need to do this, but just so that you will know how if you ever do need to: To replace a file in the folder when both of them have the same name is easy. First, be sure that the new file is not still compressed. Then click it to highlight it, hold the Control key down and click "c" to copy the file. (You can also use Control X to delete the file from the old place if you are confident that you won't have any problems) Now open the folder where you want to put it and use Control V to paste it. You will be informed that there is already a file by that name. Tell it to overwrite the old file. Check to be sure that everything went well, and then do whatever you want with the duplicate if you copied instead of cut. (Most people just delete it.)
It is also possible to simply drag the file (or a group of files) with your cursor from the old spot to the new spot. (Again, be sure that they are not still in a zip, rar, 7zip, or other compressed archive.) If you hold Shift while selecting files, you can select an entire list by clicking the beginning and the end. And if you hold Control while selecting, you can select multiple files while leaving files between them unselected. If there was a file by the same name that was already there, you will be asked if you want to overwrite, keep both files, or cancel the move. If there was nothing there by that name, the file or files will be moved.
(I don't know how much of that you already knew, and I don't know how well I explained it, but I hope it is helpful.)
EDIT: Your Mods folder is spelled with a lower case m. It is supposed to be a capital M

ok the resource cfg's didnt match so i copied and pasted the good one into mine after erasing its old contents, what should i do about mods being lower case m should i just make it a capitol M? or do i need 2 mods folders with seprate things in them?

Yes, just change m to M. You just want the one folder, Mods.

Because of the way Windows 7 works, it won't let you just change the case of one letter in the folder name. The easiest thing to do is to drag your current "mods" folder and all its contents to your desktop, put the whole contents of the FramworkSetup.zip into your TS3 folder, and then copy any .package files from mods on your desktop to Mods in your TS3 folder.

it let me just edit it to a cap M, it seems i can only download packages from CmarNYC

Not so. :) Cmar's files are no different to anyone else's files. Most likely you just have one or two files by someone else which are duds, or which don't work in the way you'd expect.

thanks =), does all the CC on here go in the packages folder? or do some need places else where?

All .package file CC goes in Mods/Packages. Sims and sims3packs are installed differently - that's all explained in Game Help:Sims 3 CC Basics. :)
