I've tried removing all of my custom content and did everything in the simswiki troubleshooter, but my sims still wont change from their everyday outfit. If I try to select 'change outfit' they just cancel the action. When I tell them to get in the shower, they just go in clothed. When they want to go swimming, they just dive right in without even considering putting on a swimsuit. It's getting very obnoxious. Help would be much appreciated :)

This definitely sounds like a CC issue to me. What precisely did you do in order to test without CC? Did you also clear your caches?

I tried removing each one individually to see if it was just one mod, and when that didn't help, I moved all of it, but the issue was still there. And yes, I cleared the caches.

Also I'm almost sure as well that it's a CC issue, because when I open the game it gives me the 'conflicting mod' pop up, even when I remove all CC. I just cant figure out where the darn thing is...

Try clear "user data" = rename The Sims 3 folder in documents to something else and start game or launcher so a new one is made, doing this will put game in state as it was first time you run it and see if issue is gone.
If it is copy/move folders from the renamed back 1by1 or a few if if you can keep track of what you put back, until it happens again.

Okay, so I tried that, and I figured out that the problem is the actual mods folder, not a mod within it, as the problem only starts if I place the mods folder in 'The Sims 3' folder, even if there are no mods in it... And now I dont know what to do...

Did you ever have CC in your game the old way? If so, did you make sure that you had completely removed everything, including the extra dll?
If that isn't the problem, I would try getting rid of your current framework, downloading the framework setup from MTS and using that.

For reasons that I will never be able to explain, it's fixed. It happened after I replaced the Framework for the 15 millionth time. Thank you guys so much for helping me :)
