I was going on a custom content downloading spree when by accident I changed what program opens the files. I'm not sure how to reverse this, or what program to change this to. D: Help would very much be appreciated.

You're talking about files with the .package extension, not .sims3pack, right?
Basically unless you're a modder and want to edit your mods, you don't need ANY program to open those files... the game loads them automatically, assuming they're in the correct location and you have your config set up correctly.
So it doesn't really matter what the file association is, or if there is one. However, for future reference, to change that:
Assuming you're using Windows 7, in Windows Explorer, right-click the file, choose "Properties", look at the "Open With" line, and click the "Change" button. There you can pick an application, and specify whether you want that application to open just that file or all files of the same type.
