Cafeteria in common areas??

Hey. I have this question. I just started to play Sims 2 again after long time and I have this problem. I build big army base for my sims. I used apartmentbase cheat and build a few flats, but I wanted my sims to have no kitchens in that flats, but common cafeteria in common area of the building. But my sims just made their food there and then walk away to their flat to eat it even though i build tables and chairs in that cafeteria, any ideas how to make this work?

:) So the cafeteria is working, but the sims are still walking to their flats to eat the meal even though they have chairs and tables there in cafeteria! I am starting to be desperate.

I just found a simple solution. When I want my sims to eat in cafeteria I just lock their flat for every sim and the sim will eat at the cafeteria!
