Hello, first of all I read through this page: http://www.modthesims.info/wiki.php?title=Game_Help:Graphics_Cards concerning graphics cards and I did everything that it asked...yet still it did nothing to help my situation.
My issue is that I have bought a brand new computer back in January, everything Sims 2 played fine without issues. Recently though I started playing the Sims in windows mode, with no problems. However, when I switched back to full screen mode I get this:
Failed to find any DirectX 9.0c compatible graphics adapters in this system! Please make sure you have a direct X9.0c compatible graphics adapter and have installed the latest drivers provided by the manufacturer. The application will now terminate.
But it works fine in windows mode!?

Windowed mode is easier on your computer - I really don't understand why - which may partly account for this.

Thank you WhiteRider, this wouldn't be an issue except that I have played TheSims on full screen for the last 5 months without any problems, my game runs smoothly on the highest settings possible (everything maxed out) without stuttering or tearing. The only reason why I switched to windows mode for the last 2 weeks was for picture taking for my sims story. =]
Not sure what I might have done but now turning back on full screen is not working.

You can change the screen resolution to make it full screen while still in windowed mode. Best of both worlds. To do this you'd add your screen resolution to the graphicsrules file. I looked for the tutorial in help but can't find it. This might be a better option?

Well, I don't have 8 core processors or 8gb of ram (half that) and have a larger monitor and it works fine.
Open the graphicsrules.srg file in notepad. Programs (x86)/The Sims 2/your latest ep/tsdata/res/csconfig. (Make a copy of this file first if you want to change back to default later).
Hit ctrl+f and type in screenmoderesolution and click find next. Below this you should see resolution settings for low, medium and high.
Under "Settings $High" change the maxreswidth and maxresheight to your screen resolution.
Select 'Save as' - change 'text documents' to 'all files'
Save this to desktop as windows 7 probably won't allow you to save it where it is. Then move the file back to its original folder.
When you open the game you'll be able to select your resolution in display settings.
