As requested by...
here is a mod that means Sims will no longer change into or out of Outerwear as they go through a door.
Please note that if you use this mod, you are responsible for making sure your Sim doesn't freeze to death because they went outside to play in the snow wearing their underwear!
There are three versions of this mod, to cover various possible preferences on behaviour.
Version A
This version means that no-one, controllable Sims or visitors, ever change clothes when they walk through the door. This does have the side effect that visitors and walk-bys that you invite in, stay in their outerwear if they arrived wearing it (i.e. because it is cold outside). This visitor behaviour may seem a bit odd but at least there is no more clothes changing going on at the door.
Version B
This version means that no controllable Sims ever change clothes when they walk through the door. Visitors that arrive wearing outerwear (i.e. because it is cold outside) will change clothes however. This keeps you in full control of your Sims, and allows visitors to do an appropriate thing since they are not controlled by you.
Version C
This version means that no-one, controllable Sims or visitors, ever change clothes when they walk through the door. It also changes visitors and walk-bys so that they do not wear outerwear even if it is cold outside. They may look a little cold as they wander past but at least there is no more clothes changing going on at the door and your visitors won't be sitting there wearing a coat for the duration of their visit.
Each .rar file has a name including the version letter described above. Inside the .rar file however, all the .package files have the same name thus ensuring that you cannot install more than one in your downloads folder because they will clash with each other.
I don't know of any mods this clashes with. There is always the possibility of course, so the pertinent information for the owner of the other object is here.

CT - Handle Pause Along Route (0x0422, 0x7FD46CD0)
CT - Weather - Set Outfit (0x2444, 0x7F01EC29) - Version C only
Weather - Change Outfit (0x205F, 0x7FD0DEBA) - Version C only
If your mod also touches these then our mods will clash.
