I assume by "skins" you mean, sims?

For CC items that have BOTH .package and .sims3packs - only use one or the other, not both. If you put both in they will conflict with each other (as I understand it).

As for Loki and Tom... dumb question, but you did look for them in the bin with the ADULT sims? Unlike many creators, my sims are almost exclusively ADULT, not YA. If you are only looking at YA in the bin, then you won't see them. Honestly that is really the only thing I can think of. Not heard of anyone else having issues with them and I've never had a sim not show up in the bin, so I'm a little stumped too!

Yeah Sims, sorry. And yes. Does it require a certain city or something? And yes, I looked at adult and the section where it shows all of them. And the packages don't really seem to show so I removed them and kept the Sims3Packs. Thanks! Sorry if I am annoying you

No, you aren't annoying me. I really want to help you but I'm at a loss as to what the problem is. I do know they work - I've seen other people's screenshots of the sims in action. There is no requirement for any specific town or EP. And even if you didn't have the CC used, they would still show up. They will just look weird because the game will swap out those items for ones you do have.

The only other thing I could think to try would be to temporarily move out any other sim you have in \Documents\Electronic Arts\The Sims 3\SavedSims EXCEPT those sims. Then go in game and filter to just custom sims (the little flower up in the top right corner of the bin).

I found this helpful article here on The Sims WIKI . Perhaps there is something in there that can help you (or anyone else) who is having issues getting the sim to show up in the sim bin.

Hi! This looks like a wonderful Sim and I really want to use Tom, but when I click on him in my pre-made Sims bin, he doesn't look right! None of the features show up. Can you tell me how I can fix it?

Thanks for brining this to my attention. Given how long ago I posted this sim, it's not surprising many of the cc links are no longer working. Unfortunately, that is not something I can control. However, I did investigate the costume and it is still available for download at that link. The obvious download links do result in an error as you mentioned, but I did find an alternate link that is a little hidden. Up in the right-hand side there is a section labelled 'Download'. If you click that then a little menu pops up. If you click on the bit I indicated with arrows, then it downloaded for me. Here is a screen shot:
