I am trying to make a Sweeney Todd sim and I was wondering how to put a white stripe in black custom hair.
Also i don't have photoshop. i have PhotoArtMaster and Paint
Any help would be greatly appreciated.

I don't think Paint is capable of producing anything finer than crude floodfill. If you don't know how to get what you want, you probably lack the ability to do so using the tools you have. Or, at least, not in a way which doesn't look like crap. If you WANT to draw a flat, floodfilled white line, Paint is easily adequate for the task.

Unfortunately, as far as I can tell, there is no good tutorial for "how to draw non-crap art", or else I'd be an artist myself. :P

Faylen's got a tutorial on highlighting hair here: http://www.modthesims2.com/showthread.php?t=148742

It's written for Photoshop, but that really doesn't matter - the same basic concepts work for all programs. Basically you just select the part you want to put a streak in, following the contours of the hair, and modify that part's texture to make it whatever colour you want. As Pescado said, MS Paint is basically crap and won't do very good textures at all. And I've never heard of that other program you have. Get yourself a copy of Paint.NET (not the same as MS Paint) or The GIMP, both of which are free. Either one can do what you need.

Export the hair from body shop and open the hair files in paint. Find the elder hair, and copy a section of hair for the streak, pretty much where you want it to be on the other hair so the texture match, then paste onto the other hair. Tada :)

I did that a few times before I learned how to use photoshop :)
