Recolored Skin turning weird colors in-game

I'm trying to make a new skin somewhat similar to the vampire skin but not quite. For specifically Adults and Elders, the scalp turns black, even though that's not what I colored it. I'll include screen shots. Any Idea how to fix this?

First off, what graphics editing program do you use?
If you use Paint.NET, when you save change the bit
depth from auto detect to another parametre.

If you don't use Paint.NET, I'll just wait for you to tell us what the program is :)
