Everything is in red!

I have downloaded some mod including some editors. After I opened the game the whole neighbourhood was in red except the lots which are the inside of the buildings like houses or community lots. But the outside world is still in red. So I think the problem is based up on lightning. I removed all the mods and it still continued. Before all of that there was no problem, all was runing smooth.

Does this persist if you create a new town to test?
