Can't buy Certificate of Partnership with Egypt?

I have a max visa and a vacation home. The Merchant will NOT leave his house and when I go to his house there is no option to buy an item. This also happened in China, but I bought everything I needed. What do I do to get him to sell stuff again?
EDIT: I called him over to the market and there STILL is no option of buying an item.

Do you have any ancient coins to barter with? Could be the merchant wants to see the color of your money first! Other than that it might be that he needs to be reset.
