installing rar files

I can install package files etc and extract rar folders but the wheelchair is a rar file, not folder, so how do you install them?

Rars are files, not folders, and any file with .rar is going to be essentially the same. Right-click and "Extract here" (or some close variation of that) if you have Winzip, Winrar, or 7zip.
