Default Object motivations?
It's been so long since I last used the iff editor I can barely remember how anything works anymore. Where do I find the values that determine how motivated a sim has to be to autonomously use a specific object?

Also wasn't there an external program that'd let you do this more easily?

I haven't got anything The Sims installed at this point, but if I recall correctly the object coding for The Sims 2 is pretty similar.
It's the Pie menu functions or TTAB, maybe crack open a Woobsha object that sims use autonomously, like the Refrigerated Display Cases. Woobsha stuff tends to have a really high advertisement to start with, so you can easily check whether you're working with the right values.
