Default Looking for this hair/hat

I'm actually not sure if it's a hair or a hat. I worked on making a dragon from the anthro-fantasy blog tutorialhttps://iomaitutorial.wordpress.com/dragonian-face-tutorial-for-anthro-fantasy-skins/ , and I really need a hair that looks good but I can't find any other than what's shown in the picture... anyone seen it anywhere or anything similar? If possible I'd like to find it for both genders but one is fine if that's all you have.

It LOOKS like a dreadlocks hair with some scarves layered on top, but maybe it was a private modification that made it an accessory so that the scales pattern could be used on in CASt? IDK.
