Default Are alpha-editable meshes possible?
Bloom's alpha dress in Sims 3 was one of my favorites. Is there any chance of something similar in Sims 4?

I worry, because I notice even hair and eyelashes don't seem to use the alpha as a way to create details.

Is it not possible in the engine, or is Maxis simply not using it in their own meshes?

Probably possible, maybe as an accessory since I don't think there are multiple mesh groups. It's possible to change the shader type on hair to make it alpha-editable so it's likely possible on clothing/accessories as well. Of course, possible doesn't mean that it will look good, and we've already seen issues with alpha'd hair due to it not being built into the engine.
