Both laptops have integrated graphics but the HP has better performance than the Toshiba.
According to the Sims 3 Chart it's a "No" for patch 1.55 and up for the A8 APU and a "Maybe" for the Sims 4 Chart. A benchmark by notebookcheck shows that Tomb Raider can be run at low-med settings on the HP and the R4 graphics performance is the same as Intel's HD 4200 and can play Sims and TR at a lower settings.

If R4 is similar to the 4200, I wouldn't recommend buying it for sims. You might be able to get TS3 working on it, or you might not, but it'd be a bad investment due to its dodginess.

What's your maximum budget? Would a desktop work? You get much more bang for your buck with a desktop.

What I lack in decorum, I make up for with an absence of tact.
