Default Where can I make pop ups to appear in a custom neighbourhood?
Is there a mod anywhere or guide that helps you create your own pop ups that will appear once you load up a family for a custom hood?

I don't think there's a mod to create something like that. It's definitely possible, Larksville has an entire scenario controller including popups: https://n99forumpaks.jfade.com/inde...&subcat=31.html
If you have some knowledge about modding, maybe you can look into it and see how it works?
