Can a non-EP stove be modded to have an NPC cook use it?

Sorry I'm not sure if I should post this here--I can't make threads in Modding Discussion.

In short, I was wondering if I can make restaurants without using any EPs. So what I'd need I suppose is a stove that, when the lot is loaded, will always have an NPC cook working behind it. Just like how cash registers always have a sales NPC behind them. Is there some way to hack a stove to get this? Or a better way without hacks? Thanks

It would be doable, although not necessarily tidy or portable.
