I was able to download the .rar file just fine and inside there was a sims3pack, although I was using Winrar. Are you sure it's a PDF file? I can't really think of a reason why yours would be a PDF while mine would be a sims3pack, although I don't know too much about computers. If you wanna download from Dropbox, just wait a little after opening the tab with it and click the blue download button under a horse in wrapping paper and there'll be two options; Direct Download and Save to my Dropbox, choose Direct Download and it'll download. There might be a pop-up asking you to log in, but there should be a little x you can click to ignore that and continue on.

The .rar file extension might be incorrectly associated with Adobe Acrobat on your system. Start 7-Zip manually and try opening the file. If it's a properly formatted rar file, it'll open normally and the .sims3pack file within will be extractable.

Also, make sure that the file didn't get named something like "Falls Cove (2).rar.pdf" by accident, with Windows set to hide file extensions so that it appears to end with .rar when it actually doesn't. Instructions on how to unhide file extension on Windows are easy to find online.

Good luck.
