This user has the following games installed:

Sims 2, University, Nightlife, Open for Business, Pets, Seasons, Bon Voyage, Free Time, Apartment Life
Default Sims 2 won't load custom neighbourhood?
Tried deleting caches, going through the GameHelp guide, to no avail. No CC or mods installed, all other hoods are running fine - at an educated guess, I'd say that this hood is corrupted. If so, is there any way to save it, or yank the families out and put them in another hood at all, or is it totally borked?

She can't if she can't load the hood, Fran!

Download the Hoodchecker: http://modthesims.info/d/456523 . Run it to "remove." (Normally I'd say, Back up your hood first; but if you can't open it anyway, that's hardly useful.) Try again.

The most common reason for a hood not to load at all is corruption, and if there's too much/the wrong kind for the Hoodchecker to fix the best thing to do would be to restore from a recent back up. If you haven't been backing up your neighborhoods by copying their folders to an external location, you'll know better next time.

If you want to keep the sims, you'll need a utility called SimPE. https://sourceforge.net/projects/simpe/
There's a tutorial on using it to extract Sims here: https://pixel-trade.livejournal.com/16091.html
You can also use SimPE to make notes on anything about your sims that you want to retain - relationships, personality points, skills, etc.

Best practice is to run the SimPE clones through BodyShop and clone them again to remove any extraneous corruption that might be clinging to them. Then start a new hood and remake them in CAS, using the clones, which you will find in the sim bin, and the notes you made. For things you can't make in CAS you'll need an editing tool and/or the testing cheats. If you don't have a preferred one already, or don't know how to use them, come back and we'll all campaign for our own preferred methods. But cloning them is enough for now.

Don't delete your hood immediately. Just move it to a safe location. Someone may come along with another bright idea to save it any minute now.

Ugly is in the heart of the beholder.

Do you have all the EPs and patches that the hood was created with? If it requires Store version and you don't have it, it won't work for you.

Mootilda also made the SimRetriever: https://www.modthesims.info/download.php?t=503733

I have never used it, but if it works half as well as Mootilda's other tools, you'll be set.

if you suspect corruption, might run the hood checker program. http://www.modthesims.info/download.php?t=456523
