Default Moving to a new town after university
If I move my sims to a new/different town (Hidden Springs to Isla Paradisio) after they graduate from university, will they lose their degrees and the benefits of getting a degree?

I don't believe they should lose their degree. But unless you move them using NRaas Traveler, they will lose all connections and memories with anyone left behind in HS and the left behind world will essentially no longer be in your ongoing game.
