Default Glass Dome?
Either as an object or roof that covers a good size of the lot's and with a build. Something that would also be capable of keeping water out. I would even appreciate build mode techniques for creating one, but I think it would need to be of its own thread in another section as admins probably wouldn't welcome those here.

Sounds like an awesome prospect, but I don't exactly think it's possible-- There are no existing animations or actions that have a sim go from scubadiving (which is how I assume they would get underwater in the first place) to walking on land, so you'd have to be able to create your own for both. Plus logically, even though this is the sims and it's not all logic, the water pressure differences between inside the dome and outside the dome, would cause the water to fill the dome once the door was opened, unless there was a tunnel and water draining system separating the two. But, logic aside, I also don't think there are any methods to empty out a space of water, particularly one where there is still water above. If only there were an impermeable air bubble that could be placed at the bottom of a body of water and allow sims to breathe and walk like they're on dry land.

That would indeed be cool if it were possible, and I'm not saying I'm positive it's not, just according to my limited knowledge of things, it doesn't seem so..

If the entryway were above ground, it would be slightly more possible in terms of animations, but I can't see how it could be executed without doing a basement of some sorts (which can't have windows), due to the issue of emptying out the water in the specific space where the dome would be placed. If you do figure out a way though, I'd love to hear it. (I'd try making underwater homes for my mermaids! )

Not a perfect solution, but you can always use invisible/glass floors on the roof -- use the flat roof in Build Mode, and lay down glass floors under the domes:
ITF comes with a ton of them, which keep out the rain
