For something like shoes, I would probably export the Sims 3 mesh as an OBJ, delete any skin parts from the mesh, and then reshape them by hand. It shouldn't be too tough - mostly just scaling. I haven't paid close attention to shoe joints so I don't know how much blending is involved, but if it's more than you want to do, you could use Cmar's Mesh Toolkit to copy the bone assignments from a TS2 mesh - if you take a look at a 3t2 clothes conversion tutorial like
this one, you'll find instructions on doing that.
What I lack in decorum, I make up for with an absence of tact.
