alright i found the hair! finally!
it's called Nouks Lolita hair,thanks to a creator from Insimenator for mentioning the hair's name.i googled it and found this website.you can also get other Nouks beautiful creations here

i think this hair is it...just instead of noukiesims2...http://www.modthesims.info/download.php?t=218764
and u dnt need to dwnload the mesh because its in there...hope this helps ALL of you!
